Test transmission in 14 MHz FT8 mode 0.05 watts

This is a test of a very low power transmission on the 14.074 Mhz frequency in FT8. The same signal was received by the Norwegian station, LA3SP, at a distance of 1675 kilometers and by a station 300 meters away from my station, ie IZ3QAQ. The signal strength is practically the same (-13 and -14 dB, respectively). We know that in 14 MHz, the ground wave undergoes a great attenuation, but 300 meters by ground wave is very few. How is it possible that the same signal is received in Norway at the same S / N level?

I am investigating the superconducting capabilities of the Earth's ionosphere.
